Texas VetHUB subcontracting plans (SoTSP): what primes need to know

Texas replaced its HUB program with VetHUB (Veteran Heroes United in Business), which certifies businesses owned and controlled by service-disabled veterans. The program rules in 34 TAC Chapter 20, Subchapter D took effect May 12, 2026, replacing emergency rules from December 2, 2025, and the subcontracting plan is now the State of Texas Subcontracting Plan (SoTSP), required on contracts with an expected value of $100,000 or more.

HUB is now VetHUB

Former HUB certifications ended unless the business proved ownership and control by service-disabled veterans. When you look for subcontractors, search the VetHUB Directory and the Centralized Master Bidders List, not older HUB lists.

When a plan is required

A SoTSP is required when the agency determines that subcontracting opportunities with certified VetHUBs are probable on a contract with an expected value of $100,000 or more, and an agency may require one on a smaller contract. Every responding vendor submits a complete plan, including a vendor that will self-perform the whole contract. A response without a completed plan is rejected.

What the plan records

  • Whether you will self-perform the entire contract or subcontract portions of it
  • Each subcontracting opportunity and the subcontractors you will use
  • Whether each subcontractor is VetHUB-certified
  • The expected percentage of the contract for VetHUB-certified and other subcontractors

Good faith effort, step by step

  • Notify VetHUBs in writing of each opportunity, with the scope of work, specifications and a contact person
  • Give them at least seven working days to respond
  • Use the VetHUB Directory and the Centralized Master Bidders List to find them
  • List the VetHUBs you notified on the plan, and keep the emails and responses as supporting documentation

After award

The plan becomes part of the contract. Subcontractors cannot be dropped or replaced without amending the plan with the agency's approval, so track who is doing what as the job runs.
